Elizabeth Rivers Tunnels Project, Norfolk & Portsmouth, VA – $2.1 Billion PP3 (Public-Private
Partnership with VDOT, Elizabeth River Crossings and SKW-Skanska-Kiewit-Weeks JV)
New Midtown Tunnel, Rehab of Downtown Tunnels, MLK Expressway

Our scope included power, roadway lighting, Intelligent Transportation System (ITS) infrastructure for
new midtown tunnel and roadway approaches, new one mile MLK Expressway, build out of 2 tunnel
support buildings, roadway lighting, traffic signal and overhead sign structures. Comprised of 35,000
feet – complex interior feeder conduits, (2) 1meg generators, (8) – 4000amp 480volt services, (4)
2500amp/15kva loop systems, (14) 600amp motor control centers, complex SCADA system, 300
roadway lights, 200,000 feet – underground conduit, 15,000 feet under- bridge fiberglass conduit,
860,000 feet wire, 19 overhead sign structures, 10,000 SF-sign panels (overhead and ground
mounted), directional drilling, concrete foundations, radar penetration, core drillers, lightning protection,
fire/security system, crane operators, equipment testers, ground signs, soil testing, fiber splicing, signal
programming.

This 5-year project should be considered because of its sheer mega-size, prominence in the region and
technological complexity. It is unique that a small woman-owned, only 7-year-old business, a
Disadvantaged Business Enterprise (DBE), was given the opportunity to complete contracts of over 24
million dollars. We ended with over 50 talented and dedicated IBEW Local 80 crew members that
stuck it out, through many incredible obstacles. Our crews worked in new and existing tunnel
approaches, overpasses, Interstate 264, in the tunnels for temporary work, on and under bridges.
